Understanding the CBAM Implementation Timeline
The regulation is being implemented in phases:
- Transitional Phase (October 1, 2023 – December 31, 2025): In this current phase, importers are required to submit quarterly reports detailing the direct and indirect greenhouse gas emissions for covered products. No financial payments or certificates are due yet.
- Definitive Phase (Starting January 1, 2026): Implementation becomes fully binding. Importers must purchase and surrender CBAM certificates to offset embedded emissions. This will require an annual, verified CBAM declaration reviewed by an accredited verification body.
